Overview
Rick Chang joined the Office of the County Counsel in 2025 in the Office’s Civil Rights, Tort, and Employment Litigation team. He represents the County and its employees in civil rights, tort, employment, and medical malpractice matters in both state and federal courts. Rick has significant experience handling civil litigation matters from inception through trial, as well as in arbitration. He also has extensive experience in intellectual property litigation, patent licensing, and complex commercial litigation.
