Overview
Susan P. Greenberg joined the Office in 2018. A member of the Social Justice and Impact Litigation and Writs and Appeals Teams, she represents the County in a range of civil matters, litigates affirmative cases on behalf of the County and the People of the State of California, and helps to develop initiatives intended to advance economic and social justice and improve the well-being of County residents. As a member of the Legislative Affairs Team, Susan advises on issues relating to state and federal legislative efforts for the County. Prior to joining the Office, Susan briefed and supervised appeals as senior appellate counsel for the City of New York and litigated commercial, antitrust, and intellectual property matters at Pillsbury Winthrop Shaw Pittman LLP. Susan has first-chaired over a dozen jury trials, argued appeals in state and federal court, advised a variety of municipal agencies and public officers, and drafted state and local legislation. Susan’s professional expertise includes appellate and amicus practice, complex civil and commercial litigation, managed care litigation and policy, constitutional law and policy, and land use law and policy.
