Rachel Neil joined the Office of the County Counsel in 2020. Her practice includes affirmative litigation, administrative law, code enforcement, and public policy work. Rachel previously advised the Social Services Agency. Before joining the Office, Rachel served as a law clerk to Judge Patricia Millett of the United States Court of Appeals for the District of Columbia Circuit and Judge Richard Seeborg of the United States District Court for the Northern District of California. Rachel’s professional expertise includes civil rights, consumer protection, government contracting, writs and appeals, and affirmative litigation.
