Lead Deputy County Counsel
Overview
Mona M. Williams joined the Office of the County Counsel in 2020. As the Lead Deputy County Counsel for the Public Safety and Justice Team, Mona oversees a team of attorneys who advise the criminal justice and emergency response system agencies and departments in the County. Mona also advises the County’s Adult and Juvenile Probation Departments on a broad array of matters, including contracting and legislative implementation and compliance, and is a member of the Education Law Team. Mona supported the County in developing a robust program to serve high-needs youth that were realigned from State custody to County custody.
Before joining the Office, Mona gained extensive litigation experience representing foreign sovereign governments and various technology companies in federal and state court. Mona also clerked for the Honorable Judge Timothy J. Savage of the Eastern District of Pennsylvania. Mona’s professional expertise includes juvenile justice records, institutions, and services, education law, government contracting, complex commercial litigation, and Communications Decency Act litigation.
