Assistant County Counsel
Overview
Michaela Lozano Lewis joined the Office of the County Counsel in 2015. In 2020, she became the Lead Deputy County Counsel for the Human Services Team and was appointed an Assistant County Counsel in 2022. As an Assistant County Counsel, Michaela oversees the Human Services Team, which advises the Office of Supportive Housing and the Social Services Agency on program development, evaluation, and service delivery relating to supportive housing, public benefits, and child welfare services; the Child and Family Protection Team, which represents the Department of Family and Children’s Services in its efforts to prevent child abuse and neglect, and support families at risk of becoming involved in the juvenile dependency system; and the Education Law Team, which advises the Santa Clara County Office of Education and certain local school districts on various legal issues. Michaela has particular expertise in privacy and data sharing, which she draws on to provide practical and solution-oriented advice to support access and effectiveness of programs while maintaining appropriate confidentiality protections. Michaela also advises the Board of Supervisors’ Children, Seniors, and Families Committee. Michaela also oversees the Office’s paralegal staff at the Julian Street Office and legal support staff at the Hedding Street Office.
Michaela was previously a member of the Office’s Health and Hospitals Team and Conflicts of Interest Team. She provided advice regarding privacy, data sharing, compliance, medical staff, human subject research, and conflicts of interest. Michaela supported implementations of electronic medical record systems for both primary and behavioral health care systems and advised on system revisions for compliance with 21st Century Cures Act’s information blocking regulations. She also represented the hospital medical staff in Judicial Review Committee fair hearings. Michaela’s areas of expertise include compliance, medical staff, human subject research, and conflict of interest laws.
