Overview
Masa Shiohira joined the Office of the County Counsel in 2018 and is the Lead of the Office’s Labor and Employment team. Masa has over fifteen years of experience advising public agencies about labor and employment matters, and he currently advises County departments regarding all aspects of labor and employment law, including hiring, discipline/dismissal, training, evaluation, reasonable accommodation, protected leaves, and labor relations. Masa represents the County before the County Personnel Board, the Public Employment Relations Board, and private arbitrators. Masa’s professional expertise includes public sector labor negotiations, Meyers-Milias Brown Act (MMBA), labor arbitrations and administrative proceedings, equal opportunity and anti-discrimination laws, workplace investigations, Fair Labor Standards Act (FLSA), equal opportunity and anti-discrimination laws, protected leaves, and workplace training.
