Overview
Josh Tosney joined the Office of the County Counsel in 2022. Based in Sacramento, he works on legislation and legislative advocacy. Before joining the Office, he spent a decade as a legislative attorney, first as a Deputy Legislative Counsel at the Office of the Legislative Counsel of California and then as a Staff Counsel to the California Senate Judiciary Committee. He also served as a Senior Appellate Attorney for the California Third District Court of Appeal. Before going to law school, Josh served as a Peace Corps volunteer in Chongqing, China. Josh’s professional expertise includes legislative process and advocacy and bill drafting and statutory construction.
