Deputy County Counsel
Overview
Jessica Mar joined the Office of the County Counsel in 2022. She is a member of the Social Justice and Impact Litigation Team and the Health and Hospitals Team. Jessica advises the County’s Public Health Department and the Health System’s Ethics, Compliance and Privacy Office and works on affirmative policy work, investigations, and litigation. Before joining the Office, Jessica prosecuted high-impact cases to protect and promote the health of Californians at the California Department of Justice. Jessica served as a lead attorney in People of California v. JUUL Labs, Inc. As a Deputy City Attorney for the City of Berkeley, Jessica advised the Health, Housing and Community Services Department and worked on election law and open government matters. Jessica’s professional expertise includes affirmative litigation, state and local government law, public health law, health information data privacy and compliance, and government investigations.
