Howard G. Frank
Deputy County Counsel
Overview
Howard Frank joined the Office of the County Counsel in 2019 after over twenty years in private practice in the areas of conservatorship, trust and estate administration and litigation, and fiduciary advice. During this time, Howard was appointed by the Santa Clara County Superior Court to serve as court-appointed counsel in over 100 conservatorship cases, representing the interests of the at-risk elderly population in the county. Howard has also served as a Temporary Judge with the Santa Clara County Superior Court, successfully resolving numerous matters. Howard’s professional expertise includes probate conservatorships, trust administration, decedent’s estate administration, will and trust contest litigation, fiduciary advice and litigation, and elder abuse litigation.
Since joining the Office, Howard has been a member of the Adult and Elder Protection team, advising and representing the Public Guardian’s Office and Adult Protective Services. He is also assigned to the Financial Abuse Specialist Team (FAST) and the Elder Death Review Team.
