Deborah Tolomeo

Deborah Tolomeo joined the Office of the County Counsel in 2025. She is a member of the Health and Hospitals Team. Deborah advises the County of Santa Clara Health System on regulatory and transactional matters. Before joining the Office of the County Counsel, Deborah was an attorney in the life sciences industry, representing clients in regulatory policy and enforcement matters, complex transactions, and healthcare compliance. Prior to attending law school, Deborah was a research scientist in cellular biology and auditory mechanics. Deborah’s professional expertise includes health care law, administrative law, government investigations, and compliance program development and implementation.
